Rome, 1922: A few days before the March on Rome, Benito Mussolini declared at the Fascist Congress in Naples: "Our program is simple: we want to rule Italy." Such a short, concrete and honest program of a political party, combined with a huge Fascist March on Rome, was very suggestive. King Victor Emmanuel III realised that Mussolini is the best man to lead Italy, and he formally invited Mussolini to form a government. So Duce came to power.
